ORCAPTOR – Autonomous Underwater Defence & Communication Initiative
ORCAPTOR is a European defence innovation initiative focused on next-generation autonomous underwater systems, resilient communication technologies, and advanced maritime intelligence capabilities designed to strengthen European strategic autonomy.
The initiative was organised and structured by Valentin Milkov, bringing together specialised European SMEs and technical experts in underwater robotics, secure communications, and defence-grade system engineering to collaborate on a next-generation maritime capability concept.

Valentin Milkov acted as the initiator and organiser of the ORCAPTOR consortium, coordinating collaboration between European SMEs and specialised research experts across underwater robotics, communications engineering, and defence technology domains.
The initiative focuses on strengthening European sovereign technological capability within the underwater and maritime defence domain.
Proposal Architecture
The full proposal architecture was developed and coordinated by Valentin Milkov, including technical narrative development, work-package structuring, impact modelling, and strategic positioning aligned with European defence priorities.
Contributions from domain experts enabled the integration of cutting-edge technologies such as advanced underwater robotic mobility and resilient subsea communication systems.

Current Status
