Bidbid–Sur Highway Dualization Programme
The Bidbid–Sur dualization project represents a major transport infrastructure upgrade within the Sultanate of Oman. The programme transforms a historically hazardous single carriageway into a modern high-capacity expressway connecting Muscat to the historic port city of Sur.
Valentin Milkov contributed to the project through contract management support while representing Techno Engineering and Associates, assisting with contractual coordination, claims evaluation, and programme governance across complex construction phases.

Role & Responsibilities
Acting as Contract Manager within the project team, Valentin Milkov supported contractual administration, variation evaluation, and coordination between contractor, consultant, and government stakeholders.
Responsibilities included contractual correspondence management, claims review, risk mitigation support, and ensuring compliance with complex infrastructure contract requirements.
Project Scope
The programme upgrades the existing Bidbid–Sur route into a three-lane dual carriageway connecting the capital region near Muscat with the coastal city of Sur.
Section II – Part 2 spans approximately 55 km between Al Kamil and Sur and includes mountainous terrain realignment, a major bypass north of Al Kamil, and improvements near the Sur Hospital roundabout.

Safety & Traffic Impact

Strengthening connectivity between Muscat and Sur, the project enhances tourism, trade routes, and regional mobility while supporting Oman’s broader Al Sharqiyah Expressway development strategy.
Client & Governance
The programme is overseen by the Ministry of Transport, Communications and Information Technology of the Sultanate of Oman. The infrastructure upgrade forms a critical component of the national transport strategy aimed at improving connectivity and long-term economic resilience.
